GST 2.0 – A New Era of Rate Reform and Compliance

Finance Minister Nirmala Sitharaman convened a pivotal meeting with industry leaders on May 27, 2025, to discuss the forthcoming “GST 2.0” reforms, aiming to simplify and modernize India’s Goods and Services Tax (GST) framework
Key Highlights from the Meeting:
1. Simplification of GST Rate Structure
The government is considering reducing the current four-tier GST rate system (5%, 12%, 18%, 28%) to a three-tier structure by eliminating the 12% slab. This move is intended to streamline tax compliance, reduce litigation, and boost consumer demand, particularly benefiting sectors like FMCG and retail.
2. Industry Engagement and Feedback
Representatives from India Inc, including members of the Confederation of Indian Industry (CII), presented their recommendations on rate rationalization, the future of the compensation cess, and other structural reforms. The industry also advocated for the inclusion of petroleum products under the GST ambit and the expansion of input tax credit provisions.
3. Focus on Reducing Classification Disputes
A significant concern addressed was the ambiguity in classifying goods, especially food items, leading to tax disputes and compliance challenges. The proposed GST 2.0 aims to resolve these issues by providing clearer guidelines, thereby reducing litigation and enhancing business predictability.
4. Next Steps: GST Council Deliberations
Insights and feedback from this meeting are expected to inform discussions in the upcoming 56th GST Council meeting, anticipated in June 2025. The Council will deliberate on the proposed reforms, with an emphasis on achieving consensus with state governments for a unified implementation strategy.
The GST 2.0 initiative represents a concerted effort by the Union government to refine the tax system, aiming for greater efficiency, reduced compliance burdens, and enhanced economic growth. Stakeholders across sectors are closely monitoring developments, anticipating a more streamlined and business-friendly tax environment.
