GST Council Meeting Update – July 2025

Goods and Services Tax (GST) Council meeting is likely to be held after Parliament’s monsoon session, as the group of ministers on rationalising rate slabs and the GoM on cess are yet to submit reports, the government sources told.
- Meeting Postponed:
The meeting of the GST Council is likely to be held after the Monsoon Session of Parliament, which is scheduled from July 21 to August 12, 2025. - Pending Reports:
Two critical Group of Ministers (GoMs) —- GoM on rate rationalisation, and
- GoM on cess management,
have not yet submitted their reports.
- Rate Rationalisation Issues:
- The GoM is yet to reach a consensus on a proposed three-rate structure.
- A key point of contention is whether to retain or abolish the 12% slab.
- This delay is hampering the scheduling of the council meeting.
- Government’s Stand:
- The government is reluctant to convene a council meeting without substantive recommendations from these GoMs.
- Even if only partial recommendations, such as on inverted duty structure correction, are submitted, a meeting could be considered.
- Logistical Constraints:
- A council meeting before July 21 was being explored, but practical constraints and short notice make this difficult.
- Long Gap:
- The last GST Council meeting was held in December 2024, marking an unusually long interval during which many critical issues like rate revisions remain unresolved.
- Council Composition:
- The Union Finance Minister chairs the GST Council.
- Members include State Finance Ministers or other ministers nominated by state governments.
