ICAI Releases Third Edition of Handbook on GST Refunds
The Institute of Chartered Accountants of India (ICAI) has released the third edition of its publication titled “Handbook on Refunds under GST.” The earlier editions were published in April 2020 and August 2021. The revised edition incorporates the latest amendments made through various notifications and circulars issued by the Government.
Over the years, the GST refund framework has undergone several procedural and substantive changes. Recognising this, ICAI has updated the handbook to provide comprehensive guidance on key developments, including:
- Refund eligibility linked to GSTR-2B reconciliation
- Mechanism for refund claims by unregistered persons
- Special provisions relating to export of electricity

- The virtual/online processing system for refund applications
